Express mail will be delivered both on the 24th and on Christmas day. Christmas is the one season of the year when you may receive regular parcels on a Sunday. There is no scheduled delivery, every office has to make the decision on its own, but if the local office gets swamped it can happen. I once got stuck delivering boxes of fruit on a Christmas Sunday. There was so much I had to use one of the two ton trucks.

The USPS delivers regular mail Monday through Saturday unless one of those days is a federal holiday. Express mail is delivered everyday, Sundays and holidays included. Since Christmas eve day falls on a Sunday this year, there will be no mail delivery.
UPS typically does not pick up or deliver on Sundays.

As an employee of UPS I can tell you our Christmas Eve deliveries depend upon the day of the week it falls on. For example this year Christmas Eve falls on Sunday which is a non operating day for us so we will not be working on Christmas Eve this year. However, every this is the exception. We normally do work on Christmas Eve all day because it is usually the last delivery day before Christmas and our last opportunity to get the Christmas packages delivered before Christmas. It is a very emotional, stressful, exciting and sometimes overwhelming time for alot of us who work there during this time of the year. We just completed the day today at the center where I work and I left there in tears because there were so many Christmas packages still not delivered for various reasons like incomplete or incorrect addresses, no one home to sign for packages and many other reasons. It breaks my heart to think that someone will not receive the gift someone lovingly chose for them and shipped in hopes of getting it there in time for the holiday. I would stay around the clock to get them all delivered if I could. So, long story short, yes UPS does usually deliver on Christmas Eve and on some occasions have delivered on Christmas Day just to make sure we make every effort to get those gifts delivered.

For one, Christmas Eve is on Sunday!! So USPS doesn't work on Sundays, even if it isn't Christmas Eve.

In decades past I think the Old U.S.Post Office Department does, bot I don't think the current U.S. Postal Service will ever even consider anything like this. Christmas Eve is Sunday this year, so I doubt that UPS will be doing any deliveries.
