I think its Topper but I can't find anything about the penguin in Wikipedia or IMDB. Please help and Merry Christmas!

A town with no toys
When Kris is old enough, he volunteers to deliver the toys to Sombertown, through the woods. Meanwhile, unbeknownst to Kris, Burgermeister has outlawed all toys in Sombertown. Before he enters the town, he runs into a penguin who's lost trying to find his way to the South Pole. He befriends the penguin, and names him "Topper".

His original name was Waddles. Some idiots changed it in the 1980's to Topper. Don't know why.

You're right -- His name was Topper: We watched that on TV just night-before-last, and I remember thinking his name was like that old black-and-white movie I used to see played on TV every once in a while about the guy befriended by a couple of ghosts.
