I think it refers to the court addressing all of the outstanding items on the docket quickly - thereby clearing all of the actions off of the docket. Courts do this at the end of the year so they can start January off with a clear docket (meaning no matters from the previous year - and certainly not the year before that are on the docket).

I have heard it used two ways. A judge clears his docket by leaving open a specific period(s) of time to hear a case and do nothing else. Or, disposing of old cases by trial, plea, dismissal,settlement, etc.
