Same reason people may be. They just don't want to be bothered, seriously. If they don't know who you are, and they think they are still alive, they might be afraid of us. Possible!
And maybe, for some reason, they're energy field is not high enough.
They may, like another questioner mentioned, appear only on the anniversary of the day they died, or even, another important day.
Like wedding, in church where they married, or something like that.
But such can have a very low vibration, even on that day.
Like the one in Ghost who jumps back onto the tracks after he tries to raid the cigarette machine!

One theory is that ghosts are a type of 'imprint' left after events that have occurred in the past, often highly emotionally charged events such as murders or executions. If we believe this theory then ghosts are not conscious beings and are unable to respond to present day observers in the way that people in a photograph or video cannot respond.

Spirits respond when they want a message passed on or when they have something to convey. They are on another plane of existence. Why are you trying to contact your loved one? Trust me, when a spirit moves on, they have moved on literally. If they have something to say to you, you will know. Also, you need to contact a friend or someone who has the gift. If you don't have the gift, you can't hear/see what they are trying to tell you. There is nothing right now, dear, I am sorry.

Nothing is as simple as we believe. Some ghost phenomenon are like holograms, or recordings on
time, of traumatic events.

if its a residual haunting, the spirts go through the motions and are not able to communicate or interact..if its not residual..they may just not want to talk to you

Spirits are not un-responsive you are just unable to hear them with your current ears. You need some type of electronic device in order to hear them....................................
