What is with my tv tuner?

Only the people are blue, all the other colors are fine, and there is a lag in the sound, how should i fix these two problems? Im using VLC.

There is a phase variance in the tuner circuitry. Modify the display RGB property to display an acceptable colour on the monitor, as for the sound, do you have cable to hook up directly to the sound card?
