Yeah, you definitely need gravel. Firstly, fish need to feel secure. In a tank, they don't understand that they're in a small area - and if they look down, and see their reflection, they think it's more water that predators can come from.
Also, your tank needs nitrifying bacteria, which converts toxic ammonia into less toxic nitrates - these bateria reside in your filter cartridge but also in your gravel. Less gravel equals less bacteria, which means less ammonia conversion.

Also, those 28 cent goldfish from walmart are common goldfish, or comets. These fish can grow to 2 feet long! They NEED to live in large ponds, or at least a 100 gallon tank.

While they can get along ok without gravel, it really helps them feel more secure.

The reason being, if they look downwards, the plastic or glass with no gravel on it, will reflect their image, and can cause the fish a large amount of stress, thinking they have someone following them around all the time.

While this doesnt always happen, its a good idea just to be safe. The gravel simply just keeps them feeling more secure. MAKE SURE you wash it with very warm water before you put it into the tank. To get rid of any dust or dirt or extra dye from the rocks.

Plus, it spruces up your aquarium. :)

Most goldfish don't require gravel but I would suggest some because it makes your tank look so much better.

No. The gravel is to keep the plants and other items in place as well as present a visual background. It also conceals all the fish poop that is deposited so you don't have to look at it.

Gravel is purely for decoration. The fish will do fine with or without it.
