I was born and raised in MN and go back there from time to time.

First, if your objective is to get rich, you would be better off in almost any other state you can find (with the possible exception of Iowa).

When you talk about "valuable", think in terms of nice agates left by the glaciers. They are still there in the northern part of the state, where the glaciers once existed. And, some are very beautiful although they are not worth very much in dollar terms.

But "gems"? Don't worry about finding any of those. I would suggest you look at the wonderful wildlife, which is better than it was 50 years ago, and maybe do some fishing in the more than 12,000 lakes (they counted them again and came up with more than the previously thought 10, 000).

If you can find about 100 others who want to pan for gold, I will supply the pans at a modest profit. Without guarantees of success, of course!

That is not the way to proceed, if u are really interested to find something valuable. U see, there is a wide variety of gemstones and they occur in a wide variety of geological set up. Same is true for gold and PGE. So going blindly to a particular place for any particular mineral may be quite abortive.
Since most of the "valuables" are also heavy, the quickest way to scan an area is to pan the stream sediment samples, collect the panned concentrate and study them under microscope. U can start with a sample density of say 1 sample per km. Then, if u find something in any of your samples, u can carry out further search in the catchment area of that sample. That way u can arrive at a prospective zone.
On the other hand, if you hear that "gem A" is available in the western part of a country and go there in search of it - you may end up finding nothing and spending too much time and money.
