If you are using XP, then go to My Computer, right click, select Explore. Click the +sign at your "C" Drive to expand the directories. Then click the +sign at Documents and Settings. This will bring you to Administrator, Owner, Guest, or maybe some other named folders. You will then have to click on Tools at the top and select Folder Options. On the 2nd page about half way down there will be two lines with a bullet mark. One says Show all Hidden Folders and Files and the other hides them. You will have to show them. Then go to Administrator or Owner and you will see a sub-directory that has a cookie Folder in it along with Recent and several others.
An easier way if you just want to see or delete them is to click on Tools at the top in Internet Explorer, Internet Options, and then the Settings Button near the center of the page. That will bring up a page that lets you view files and those are the same cookies.
