Hiliary Clinton thinks this. She has stated publicly that she believes that it takes a village to raise a child.
Liberals believe that big government needs to rule over the stupid (their words) commoner. There are ruling classes and the rest of us.

It's God that has given parents the responsibilities of steward to their children...read the link.
"This is the way it should be, because God has given parents a special responsibility of serving as managers or stewards of the children God has given to them.
Unfortunately, some parents view their role as owners rather than stewards, and this has caused many parent-child relationship problems.
Owner. If parents view themselves as owners, they will likely feel a responsibility—sometimes an acute responsibility—for what their children will do, or become involved with, as adults. Those parents will apply pressure to mold them into desired careers or professional roles that they have envisioned for their children.
Stewards. If parents view themselves as stewards, they likely will be more concerned about helping their children develop their talents and abilities through sound guidance and encouragement. With this type of approach, children can become what God has equipped them to be."

I raised kids in New York and I can assure you that this is pragmatically the case.
People in the education system beleive that they know better than parents how to raise our children. I doubt that you will find tihis written anywhere but if you have to deal with them bear in mind that this is their attitude.
What's really amazing is that they are so often wrong but so blind they they don't even realize it.
And don't bother flaming me - I lived through this. Most of my peers, siblings, and children are Ph Ds

If I had a source I would forward it to you. I would be very interested in this and who the goof ball organization or person is that is spouting this tripe. Very dangerous words being spoken on their part if you ask me, that is of course if they are referencing American children.

If that's the view our government has on children, then fvck em. The government owns no man, and we've got 300million people and probably twice as many guns to prove it.
