Pubic hair usually covers, the area above and below or surrounding the penis and also grows on the Scrotum (ball sack if you will). Quite commonly underneath the sack to and including the anus.
Family traits, individuall hairiness etc, all play a factor.
Usually a boy in puberty, well into it, has a lot above the penis, but as you age and mature this specific area has a bit less, but then hair spreads more over the body. ie: my pubes were quite full at 16, but I got most of my chest hair after I was 21 or so.
This too, varies widely with everyone.
Many men today find that trimming the pubic region is something their partners like and they may like as well.

Pubic hair is any hair that starts or increases in growth during puberty.
I have pubic hair almost all over my body. Only a few areas did not have any change in hair during puberty: scalp, palms, bottoms of feet, penis shaft and head, and a little bit on the top of my foot.

im guessing ur a 11-12-13-14 yr old.. coz a guy beyond 16 that doesnt know where his pubes are is probably in amnesia or sumthin..
