Post in the newspaper you're offering lessons and don't forget to put the price and amount of time.
Find bulletin boards you can post too at public places. You know how you print out the info on the big piece of the paper and cut the bottom part into little squares with your number written on each. Makes it each to just tear off your number and carry it home if someone is interested.

Friends/Family to start. Tell them to tell others. Post some flyers at a nearby highschool or gradeschool with activities director permission. Post free nickel-ads or classified ads.
Might even try getting on at the lesson teaching program at a nearby school or music store.

Start by teaching how to read/play notes, then go on to simple chords, and then easy songs (getting a beginners music book helps)
