There are various kinds of nuclear technology. Sometimes trying to revent the wheel or trying to improve an existin technology, can cost you more, than buying the wheel itself. If cost-wise/technology-wise it makes sense to buy from U.S, they would buy it.

India is on par with any developed country with regard to Nuclear capabilities. But we are facing problems due to shortage of uranium and US sponsored restrictions making us unable to get in the world market.
We hae vast thorium reservers. But we yet to develop technology to use thorium in place of uranium. We are second to none in nuclear capability, but the restrictions making us to work hard for every small things also. If we made a super computer with out own technology, even to get a plug box for it, which is available in US shops for Rs 2,000, we were unable to purchase due to restrictions on nuclear activity and our scientists has to spend some more time on research in producing plug. That is the problem.

The two are not dependant neccesarily.
India has nuclear capability, but its pretty out-dated knowledge (since it was first created in the 1970s (?)) in secrecy.
So naturally. they would want to keep up with the times and want newer and more highly sophisticated nuclear know-how.
Oh, and its from the US, because America enjoy giving crap-loads of the stuff to potentially volatile states such as India, but want to restrict it from nations such as Iran. Hmm, Iran isnt actually at war with anyone atm, and has no major issues with any of its neighbours, but as we know India is in an age-old stand off with Pakistan, yet the US stills wants to pump in more nuclear arms in the region, and still talk about getting rid of them??? Confused? Its the American way!

It's all about selling fuel rods.
Kerr McGee sells fuel if you buy their rods then you are a friend of the Huston Energy Cartel and a Friend of America.
If only Iran had asked to buy US nuclear fuel the whole Iran stand off would never have happened.

maximum stepped forward countries will finally have nuclear power. to disclaim this is to disclaim the destiny. because of the fact of this we % diplomatic suggestions to a international destiny and how it is going to artwork. Jethro has to get along with his friends faster or later. weapons will in basic terms take you so some distance. Putin is conscious this Hugo Chavez is conscious this and the Europeans be attentive to this.
