The best way is to get an Ivy League education, then join the military as an officer. An exemplary military career is a great way to demonstrate your ability. Heck, even George W. Bush's whimpy National Guard career can be spun in a way that it seems like he had ability.
That, or become a Rhodes Scholar and the nation's most brilliant political scientist like Clinton did.
