The electoral college is composed of electors that equate to the number of US Representatives and Senators plus three for the District of Columbia. So that's 435+100+3=538. Divided by 2 = 269 plus one to get a majority means exactly 270 votes (or more) are required to win the electoral college.

Of course, all the above assumes that you actually are talking about the USA!
