What Chicas says is correct, however, you can fit more if you burn the songs as mp3's. Keep in mind, you will have to play the CD on a CD player that plays mp3's.
To create an MP3 CD:
Choose iTunes > Preferences, click Advanced, and then click Burning.
Choose MP3 CD as the Disc Format, and then click OK.
Select the playlist containing the songs you want to burn to the CD, and make sure all the songs you want to include have a checkmark beside them.
Click the Burn MP3 CD button (at the bottom of the iTunes window).
Insert a blank disc and click Burn MP3 CD again.
If the playlist contains more songs than fit on a CD, iTunes burns only the number of songs that fit on one disc, and then asks you to insert another disc to continue burning the remaining songs.

A CD can hold up to 99 songs if they're short enough. You're probably running out of space. You may need more than one CD.
I'm talking actual CD format here.
If you're using a CD to hold MP3 music, then you can put way more than that on, but you might have to reduce the MP3 quality to make them all fit if you're running into problems.

Keep in mind your CD will have a file size limit, usually around 700MB. There is no way around that.
