How can u get all the gate and blockings on the bridges in GTA vice city pc game donw? or how can you fly over

how can u get over the blocked bridge in gta vice city? how do u get a flying car? i need help. i wanna get over the bridge to little havannah ad starfish iland but they are blocked. the flying car wont work and using the swimming cars is too hard because u have to find flat land to get up on. HELP IN DETAIL!!!!!!!!!!!!!! also this is a PC GAME

You can't go there before you have finished certain missions on your current island. Try to finish all of the available missions.

the only way other than cheating is simply complete missions
