My dropdown menue keeps comming up and I get popups on my screen. what would do this? and this all happened after I downloaded the new Yahoo toolbar. Help

I would uninstall the Yahoo toolbar... but that's me.
I would suspect Spyware. I recommend that you go to http://www.download.com and get AD-AWARE and SpyBot Search & Destory. Install, run, update and scan your computer with both programs.
This double whammy will help keep you safe and running faster.

Seriously Run an AntiVirus on it and try to see if it clears it off. The popup should be enabled, check that as well

Sounds like you got some unwanted stuff from your download. Run the scans below and they should be able to fix your issues.
Update and run your Anti-Virus program. Don't have one? You can run a free online scan from Trendmicro. When I have tested it it takes some time to run it but it may be time well spent if it can fix any problems.
Download and run http://housecall.trendmicro.com/
Download, update and run Spybot---http://www.safer-networking.org/ . Don't forget to use the Immunize feature.
Download, update and run Adaware---http://www.lavasoftusa.com/software/adaware/products/select_your_product.php

run your anti-virus scanner....and if it picks up the toolbar in its findings...you may need to uninstall it

If its giving you this much trouble then get rid of it. Sheeesh man just remove it. I don't like those things my self they just annoy me..
