pinging an address just tells you the server is on and responding. It does not necessarily mean the web site services are running (we web site could be turned off on the server). The server could also be getting overloaded and not be able to respond to every request fast enough which would result in a request times out.

When you ping a an address it pings back to you so it will in reality only take 11 hops not 22. There are many reasons why you might not be able to view the site. It may have restricted content that your virus protection is blocking or the DNS server connecting you to the site may be down.

The most common reason is that maybe the site is just very busy at the momment. Major sites have huge servers and bandwidth to allow for this but if its a small site your gonna have to wait your turn im afraid. Post the site in your question to see if anyone else has a problem with access.

Just because you can ping the IP address doesn't mean that there's a live website running there right now. If you are using the correct URL it's entirely possible that it is down. It's also possible that the site is blocked -- common practice in schools and workplaces and in some countries even.

Ignore the reply that says that a site 22 hops away is only 11 hops. He's obviously a newbie who doesn't understand things yet.

just because you can ping the ip address doesn't mean that the web service is up and running. icmp (ping), traceroute and http service is not necessarily dependent on each other. the server might be active (which is why you can ping it) but the http service (website) might be down. it could also be that something is prohibiting you from accessing that site or that the website is simply too busy.
