i was told i should reinstall windows is this a wise thing to do?

Well, what did it say exactly?

For one thing, if you installed a new motherboard - unless it was identical to your old one, you're going to need different drivers for it.

It also could be that if you are using Windows XP, and replaced your mother board and processor, you can thank Microsoft's wonderful licensing scheme. It thinks you tried to run it on a different machine than it was installed on.

Actually, re-installing is not a bad idea in this case. It's often a good fix for weird problems. Shortly after you start the install, it may say something like "an existing installation of windows exists, do you want to repair it?"
Say yes.

If not, continue anyway. It should not affect your data, but have the driver CD that came with your new motherboard handy.
Anytime it says it's looking for a driver and gives you a choice, put in the motherboard CD and point it towards that.

Generally you are required to reinstall windows after changing major hardware in the system. The drivers your system was using are for the old mobo and CPU. Even if this is not the problem a reinstall of windows will be a good idea.
Whats the message you receive it should have a stop code
(IE.. 0X000000008)

Enter the bios setup screen(press del. in the beginning) and select the options 'Load Optimal Defaults' or 'Load Optimal Settings'.. If it doesn't work, tell me..
