The principle is that You store several pictures behind each other and that the browser or other picture viewer flips these pictures
around so that the figures seem to move.
The animation programs help You to manipulate and insert the pictures into the animated gif one after the other.
Ullead makes some good tools that help with that.
The pictues placed after each other?
Some were done like a Disney cartoon. You have probably seen in the TV how they are created. The animators draw pics that each move a little more. With other gifs the motion is rendered or screenshots of real things moving are be used.
The low resolution is because the size increases fast for every extra picture frame. There are many pics in such a gif.
You can extract the pics / frames from a gif with programs such as irfan view (freeware) - so that You can inspect them without too much effort.

its called an animated ".gif". ".gif" was the common graphical picture format prior to .jpg. Go to download.com or the like and download a gif editor.

I use ANIMATION STUDIO... included in PSP version 7.
It's called an ANIMATED GIF.
I've created HUNDREDS of them...
You can use the WIZARD or create them one frame at a time.
