Some people play this chord with the 3rd fret second string and some without?

With an open B string it's known as the 'Folk G'. The addition of the D makes it a fuller chord as you have three G's, 2 D's and only a low B in the chord. Technically as long as you have G, B and D in the chord with the G dominant it doesn't matter. Just a question of preference. Personally that's the way I play it. I like the sound.
