You go to internet explorer, tools, pop-up-blocker, and make sure it is checked.
Additionally, in XP, go to start, control panel, administrative tools, component services, find "Messenger", and disable it.
I recommend you go to Microsoft Windows Update to make certain that all of your programs are up-to date, and be sure to turn on automatic update when it asks you to. Also, make sure you have a current security suite such as Norton, Trend, or McAfee--most of them now have components that block pop-ups.
Software such as Lava's Ad-aware can help too, by eliminating some malicious software that may have slipped onto your computer.
Keeping up on all of these things will improve your security and prevent pop-ups.

Your PC isinfected with adware. Use these scans to remove it.
All of these are ones that I personally use and all are free.After you install any of them,make sure you update them to get the full affect.
