Always up in winter. It will drive the hot air across the ceiling and down the walls.
If you try to push the air down all you will get is cool drafts in the room.

In a very tall room, blow the air down slowly. In an average room, blow the air up. The heat goes to the ceiling and down the walls., so no draft. If you believe the people that say blow the warm air down, try it and see how chilly you get, having the air blowing on you. Any heating and cooling guy will tell you this.

Major manufactures of ceiling-suspended fans recommend directing the air downward, counter clockwise, in the summer and upward, clockwise in the winter. Some people like air blowing on them, others do not. Upward or downward, the key is to get the stratified air moving. Try different speeds and direction, and do whatever feels best.

The way you like it. The room air will circulate either way.
'THEY' say to run the fan in reverse in winter to get rid of the 'wind chill' effect. Foward in summer so you can have the cooling 'wind chill' effect.

Depends on where your furnature is...
Furnature in the middle (couch, chair, recliner)...blow down. Pushes heat down center of room to people.
Furnature at the walls (couch, head of bed)...blow up. pushes heat down walls to people.
