I have bought him several cans of spray paint but he refuses to use them, and in different colors even!!

Well , unless you have all the issues within your control in perfect order I.E. your weight ,hair skin ,wardrobe etc. I wouldn't hassle him about an issue he has no control over.

Obviously it doesn't bother him so why would it bother you. Buy him a hat but don't be upset if he won't wear it.
