Because your ISP issues dynamic IPs

Because your ISP is assigning IP addresses dynamically. This allows them to use a much smaller block of IP addresses. This is standard practice for dial-up accounts and most consumer-grade broadband accounts.

It's called dynamic addressing, your address changes every time you connect.

Actually, you can arrange (at some cost) to have a static IP Address, but I've never seen the point, after all a dynamic address is safer from hacking!

In many cases an ISP issues an IP address to you when you connect to their network (Dialup, Cable, or DSL). The next time you connect to they may issue you a new different IP address depending on their own internal procedures and policies. This is refered to as a dynamic IP address.
