Well, they can already drink sort of, can't they? They can drink butterbeer, which isn't that strong, obviously has some alcohol in it because in the 4th book Dobby explains that butterbeer is much stronger for house elves.
So my point is, they can probably drink stronger stuff at age 17, like firewhisky.

None of them people read the books. Harry is old enough to drink by the age of 16. In London you have to be 16 in order to drink alcohol read the sixth book and you'll find out chapter 3.

Well since he's been drinking butterbeer since he was 11, he's had a least a bit to drink. But to answer your question, in the wizarding world at 17 you are of age. So, yes. He can. He can also perform magic at anytime and anyplace. (without being in the presence of muggles, of course.)

Yep. 17 is the legal age. But seen as how it is a children's book I highly doubt we will get to see him or his friends drink.
