I used to watch channel 39 when I was young........from Louisiana. I remember the 5 minute newscasts every hour. I'm sure dvds of that doesn't even exist....at least not yet. I also haven't heard of channel 39 in a long time. I don't know if they've sold out, or just plain closed down. Probably someone who's been in Houston a while could answer that for you. I'm sure they still have tapes that are stored in vaults somewhere. Best of luck to you.
