I don't really know if this will work but you can test it. You can Install Apache web server on your computer (win/linux), make a site and publish it on the web. You must have your computer turned on for the persons to view the site. I suppose you can use the name with .com for it. You can search more of appache on the web. It's a free program.

There's three parts to your question.
1) Domain name, i.e. www.somename.com
That is actually quite cheap, just a few dollars per year in the US. If it MUST be free, there was a company that'll "lease" a domain name to you for free, but they will own the domain name, not you. So if it turns out to be a good site... you can be evicted from it.
2) Hosting, i.e. the web space where the pages actually go so everybody can get to it.
Free space hosting is easy enough, GeoCities, AngelFire, and bazillion places offer free webspace. On the other hand, most hae bandwidth limits and may prohibit commercial uses. Read the fine print carefully.
3) You'll have to learn web design (or hire somebody who knows)
so the website will get designed and implemented through HTML and CSS and all that jargon speak.
