the money loaned to Europe for war cost was forgiven by the U.S. as were WWII loans.

Another thing to keep in mind with war expenses, though I'm not SURE if it goes back to WWI (might be only post-Great Depression) is that most of the military equipment produced for the war is destroyed after the war ends (generally sunken into an ocean or such things) so as not to flood the civilian market, and to keep industry booming.
