It's usually all about genes. If you are lucky to come from a family with great complexions you are in! If not, you're going to have to work very hard at looking after your skin and even then you won't have the perfect complexion.
The skin is the largest organ of your body so we all need to eat well and drink that water. Our body is made up of mostly water and needs to be hydrated often (even if we don't feel thirsty at the time.) 8 glasses of water is the recommended dose. Juices, coffee, tea or pop is not included in this and is not a pure form like water is.
If you are a man, then be sure you wash your face with a gentle foaming cleanser (you can get it in any supermarket where women's products are sold) and use a toner to help cleanse out the pores. Often when men play sports they perspire perfusely and you should make sure your whole body is well cleaned. Lofa brushes are great for scrubbing the skin of dead cells
If you are a woman, cleanse your face every night and never wear make-up to bed. On the weekends if you are around home, out jogging go without make-up (you can wear a little lipstick and if pale even a little blusher, but let those pores breath. Again, lots of leafy veggies, fruits, grains, and lots of water (8 glasses per day.) Water cleanses the whole system out.
Because of hormones in both men and women you can have out-breaks on the face or even back, so use one of the blemish products out on the market. You can get them at any drug store.

i don't know about perfect, but i do know that if you have zits, wash your face with baby wipes and then put on a very small amount of lotion right before you go to bed and it clears up in like a week or two. also, if you want strange and quick methods to clear a zit, sleep with a little dab of toothpaste on the zit, and in the morning it's all dried out. kinda weird, but affective.

It depends on your skin type. I have dry/sensitive skin, and it looks great when I don't do anything more than splash water on it and wear sun block. No matter your skin type being well hydrated and well rested is going to help a lot.

it takes alot. eating healthy helps, drinking lots of water, washing and moisturizing and exfoliating your face every night and morning and not putting too much make up on.
