When you buy a notebook, it'll probably come "internet-ready", that is it has the basic hardware (a modem) to connect to the internet. But, you still need to subscribe to an internet service in order to access the internet.

Internet is a service that you pay a monthly fee for. Much like buying a phone. The telephone service doesn't come with the phone. You have to contact the phone company to setup service then you connect to that service using the phone. Same thing with Internet access.

You'll need to sign up for an internet service such as Cable/DSL/Satellite, etc... and they can instruct you how to connect to their service with your laptop.
