Well, the rapid industrial growth is the reaction of the destruction. Sorta pointless to have a country if you didn't fix it, right? And, like any war, you also need the damages to the armies to fix up. Since Atlanta was pretty much destroyed, Farmland and the little industries, the Rapid industrial growth there is needed 'less we have a slowly recovering city. The War debts on both sides were a bit over-piling like how some adults would say of their bills, so the Industrial Growth had to be here so the debts would decrease, well, I remember Virginia having something called "Pay-as-you-go" plan, if I remember correctly, so the war debts weren't as high. Maybe Maryland and the surrounding states had this system too.
Basically, things the war damaged, the Rapid Industrial Growth was needed to fix.

The industrial revolution was already under way in England. In the USA, with the ravages of the Civil War, they had no choice but to catch up to England, or go under.
Also, the wedapons industry had been greatly stimulated in the Civil War.
