My understanding is
1. It is OUTSIDE, and/or if it is 10 steps or less, then it is steps.
2. It is INSIDE, and if/or if you have to go up 11 or more, then it is stairs.

It's not really rocket science, steps, as in step-ladders are portable for working off, stairs on the other hand are not portable, they are a fixed item either inside or outside your premises to gain access from one level of a building to another.

Stairs ar ethe name or what the entire collection is called.
Steps is the name of the individual steps in a stair case.
As you take a step at a tiem you are climbing the stairs.

Steps are what you take, Stairs are what you walk up and down on. There are step ladders but not Stair ladders. And you are a Fireman? Sheesh!
