High level, battle trainers using the trainer eyes feature and you can always battle Wally again and again in Victory Road. Or if you've already beaten the Elite 4, battle them again. If not, you can take on the elite 4 and get as far as you can while raising your levels.

oh, you're talkin ruby or saphire or emerald, just train, that's basically the only way, look at the trainers eyes on the pokenav and see who you havn't battled yet or who you can battle again, as for tyhe berries find out what makes it happy, you should give it stuff like Zinc, Carbon, etc. too, it takes a while
