A neuropsychologist has a Ph.D is psychology. There are specific Ph.D. programs which prepare neuropsychologists. Some get doctorates in clinical psychology and then get additional training through interneships or post-docs in neuropsychology. They are not medical doctors - those would be neurologists.

It depends where you are but it is usually a degree in psychiatry or neurosurgery plus additional training.
