The speed of sound in helium is faster than in air - your larynx controls the wavelength of the sound you make, so the wavelength of your voice stays the same. But, since the sound travels faster, it's produced with a higher frequency - so it has a higher pitch.

When the helium surrounds your vocal cords it allows them to vibrate faster since helium is less dense than air.

By the way, breathing helium can kill you - not recommended.
