When I load a music CD into my DVD player it takes a while to load. After about 9-10 sec it skips or stops, then plays again . No scraches or such on CD. Does a CD need to be 'written' in a certain format to be able to play? Can a MP3 CD play on a DVD player?

Sure you can.
Make sure you create a "music" CD and not a "data" CD.
No MP3s; your DVD player may not be able to play MP3s
Make sure you finalize your CD
Some DVDs can't read CD-RW (re-writable) discs

I'm sure it can be done, but the player has to be able to play burned CDs (not just manufactured CDs) and the contents of the disc (mp3, MPEG-1 or MPEG-2, and so on).

Disc-burning software often gives options such as "Make mini-DVD," "Make VCD," "Make SVCD," and so on. There are undoubtedly tons of information on this on the Internet.

Also, if the CD should play but doesn't, try burning at a lower speed.

It depends on what you want to put on the CD. If you put music on it, the CD should play. If you want to put a movie file on the CD, there are special ways to burn it. (VCD etc.)
