It depends on the kid. I am a big fan of the ancient board game of go. It's easier to learn than chess but is more difficult to master. It is easy to handicap and beginners and people in a hurry can play games on a smaller board. Also, some easier games can be played the same board (pente, go-moku). Only down side is that people who don't like to think deeply about matters might get bored or discouraged.
For more players there are games like Settlers of Cattaan, Blokus, Pirate's Cove, Ticket to Ride and Carcassonne. For those just wanting to have some fun w. friends there's Apples to Apples, Elixir, or Fluxx. One can find lots more suggestions at boardgamegeek.com
I'm also fond of a lot of the games one can play w. ice house pieces from looney labs. They even have a book describing dozens of games one can play with these pieces to appeal to all time. They now have a game called Tree House with a smaller set to get started on. Then one can get more pieces later to expand the games available.

Settlers of Catan.
It is a little less well known, but complicated and fun like Monopoly and Risk, and similairly, is usually decided more by strategy and negotiation rather than sheer luck. I actually always thought it was a bit more fun, because it doesn't last so long, so they actually finish the game before getting bored of it and can start another. Often times in Risk, one player will essentially have the game won, but they will keep playing for a few hours, often leading to frustration and out of game fighting (my brother and I used to drive our parents crazy when we were around that age and played Risk, we still liked the game, but if you're a parent, for your own sanity, consider something shorter). This tends to be less of a problem with Catan, and besides, it is a really fun game.

boxers or briefs is a funny game to play with friends.
i really love cranium, and if you would rather, variations, for different age groups.
also clue, and stratego if you're into strategy type stuff.
scene it, is also fun with friends.
