When I load a music CD into my DVD player, it takes a good while to load, then a list of tracks comes up. But after about 9 or 10 seconds it stops or skips, then continues. It does not happen on all the tracks. The CD's are new w/ no scraches, etc. Is there a "format" or such that a CD needs to be written in to play on a DVD player? Can a CD with MP3 be played on a DVD?

Almost all DVD players will also play a CD. Some may have trouble reading one you've burned yourself, depending on the format.

Not that many can play an MP3 CD, however. Of all the CD & DVD players I have I think only one is able to.
