Try to do your homework in class. Do your homework as much as you can. Tell your teacher that this is so much homework. If she or he don't understand your problem, talk with your friends and classmates. If they have same problem, go to the teacher together. But if the teacher try to ignore your problem at this time too, go the your principal. Tell the principal about all those happened. I think that will help you .

When I was in college, I would get so much homework that I can't finish in time too. A trick I used actually allow me to have time to finish the homework and have time to go out with my boyfriend.
Here's the trick, I usually finished the homework before the teachers even told us to do. Sometimes, before the teachers even teach the topics, I had already read up by myself and managed to do some of the assignments. When the teachers was teaching the topics, I basically know what they are teaching and hence I was doing the homework.
In this case, I am always a step in front of my peers and teachers and end up having free time to enjoy myself and going out. I've learned these strategies from http://www.secretsofstudying.com.

That does seem a bit much, but most schools these days are under EXTREME pressure to have students who perform well on "the test" (whatever the end of year evaluation test in your state is.) Very often Federal funding depends on students performing well. When the school is under pressure, the teachers get squeezed. Then the students get squeezed. It sucks.

You need to manage your time. Also, start doing your homework in class or during break.
What grade are you in?

you can always go and see the teacher.explain to him/her that you don't have enough time to finish everything in time and it distracts your schedule.
