For the same reason we park in a driveway and drive in a parkway. The English language, as spoken in the USA, has absorbed so many words from so many languages that we have a lot of words that mean one thing but sound like they should mean something completely different.

you still ship cargo on a ship ,so it's still a shipment. and you don't ship anything on a car , you transport people by car, cargo is still cargo whether it's shipped by train, plane or truck. cargo is the product but shipment decribes the whole process ,ie, cargo being shipped or already shipped.

Why do they call them “cowboys”? Cows are girls bulls are boys. They should be called “cowgirls” and bullboys”.
