Yes it is the same effect. When the Sun, Earth and Moon line up, (when we have a new and full moon), the tides are especially high, as the Sun's gravity assists the Moon's pull.

At night, a new moon and full moon have the same effects. the phase of the moon changes because the moon is in a very slightly different position. This is not enough to make the tides differ.

No...the tides are higher diring the full moon because the earth is getting pulled in two opposite directions at that point...by the sun on one side, and by the moon on the other side. With the new moon, both the sun and moon are on the same side relative to earth...with the sun virtually negating the impact of the moon's gravity.

Yes. It's still a center of gravity. It's not like the moon isn't there anymore. It always is affecting the tides, it doesn't matter if you can see it or not.
