in order to get a good draft, your chimney should be at least
one foot higher than the highest part of the peek of your house.
you might be able to just buy a flue tile to lengthen it, without adding blocks or bricks, also keep chimney clean, they make a chimney brush, but the best way i found is to use a heavy tow chain, and shake it down in the chimney. or if your chimney has a cleanout door on the outside, try leaving it cracked open a little bit.

One way to improve chimney draft if the chimney is on an outside or cold wall; would be to build an insulated chase around it. A warm chimney will always have a better draft

You may need to raise the temperature of the chimney by lining or insulating it and you must have a source of air in the building to replace the volume of gas removed by the chimney.

One way to fix it is put get a chimney cap made like the one the railway used on cabooses. It will grab a draft in different planes . It has two tubes set at 45 degree angles.

A window near the chimney left cracked open might work, that's about all I can think of.

Here's wishing you and yours a warm Christmas season.
Go up top--look down chimney--remove bird nest. Then do what the guys above said.
Good luck
PS: Your flue is open right? All the way?
