I'm an A cup and I find wearing tops that are empire style, v-neck, or ones that criss cross over the chest (wrap style) look best on my body. Also tops that have a band or tie right under the bust give more definition.

smaller busts look better in a higher neckline, like a crewneck than bigger busts do. But lower tops will work too, although you don't have much cleavage. small busts are great because they can really work with anything... the only thing i would not suggest is a halter top that has ties larger than 1/2 inch wide, because those are made for bigger busts and will most likely make you look lost

you always want to NOT match your neckine with your face shape, for starters; if you have a round face, wear a square neckline; a square jawline, wear rounded necklines; then another thing you can do is wear a necklace (if you like them) where the length of the necklace just hits at the level of the breast; this tricks the eye into thinking the bustline is a little more than it really is....also you can wear various prints, etc. as any print will make an area appear larger...another trick is to draw the onlooker's eyes upward; play up your eye makeup or lp color; earrings, etc....good luck and have fun!!

Round neck or small V-neck also turtle necks. With a smaller bust you can have a lower cut top and it won't look suggestion because nothing will be popping out. Also empire tops create the illusion of more cleavage.
