Yes it is a word. It is the Superlative of stupid
ie stupid (adjective), stupider (comparitive),
stupidest (superlative) .
There are two problems which create the confusion over this word.
The first is that people have different ideas about what does and does not sound awkward. Many people are quite happy with stupedist, others who think it awkward say most stupid. Few people, however, would say bitterer and would say more bitter.
The second is that grammar books cannot agree on one rule. Some say that words of two syllables use -er, or -est unless it sounds awkward and then more/most is used. (All words of 3 syllables use more/most)
Other books say that ALL words with more than one syllable use more/most. This would mean that it would be wrong to use words like 'prettier' which I think sounds much better than 'more pretty'.

From what I can tell, it is near to being a word among the general public, but not a commonly accepted one in academia. I believe it will be accepted soon.

the rule with grammer in dealing with comparitives and superlatives is that when there is one sylable you use "er" and "est": ie Dumb, Dumber, Dumbest. When there are more than one sylable you use "more" and "most": ie Stupid, More stupid, & Most Stupid. Of course there are lots of irregular compatitives and superlatives. Good, Better and Best are a good example.

It is not a real word, but, by necessitity, we need to use it to define that which cannot be truly defined

I don't think it is--but we do use it a lot!! I think the phrase would be "the most stupid"--however I find myself using that word sometimes!!:)
