I would say that you are infected with spyware, and possibly a virus or trojan. The longer you leave these things in your computer, the worse it will become.
To get started: if you do not have Spybot Search and Destroy (this is assuming you still have Internet access) download it from here: http://www.safer-networking.org/en/download/. Run the program setup - might help to read the help menu. Restart your computer in "Safe Mode" - click restart - keep tapping the "F8" key - choose "Safe Mode" - click Windows XP or whatever operating system you are running. Your screen will look "funky" - this is normal in safe mode - do a "check for problems" scan and get rid of everything Spybot finds.
You should be running a virus scan - a free run I recommend is AVG - download it here: http://free.grisoft.com/doc/avg-anti-virus-free/lng/us/tpl/v5
Do a complete virus scan in safe mode as well.
Good luck -this can be very complicated - hope you can do this or know someone that can help.

Your PC is infected with adware. Use these scans to remove it.

All of these are ones that I personally use and all are free. After you install any of them, make sure you update them to get the full affect.

AVG Removes I-Worm/Stration · BackDoor.Generic3.GBB and .GBC · Worm/Generic.FX · Exploit.WMF

Spybot - Search & Destroy detects and removes spyware, a relatively new kind of threat not yet covered by common anti-virus applications. Spyware silently tracks your surfing behaviour to create a marketing profile for you that is transmitted without your knowledge to the compilers and sold to advertising companies. If you see new toolbars in your Internet Explorer that you haven't intentionally installed, if your browser crashes inexplicably, or if your home page has been "hijacked" (or changed without your knowledge), your computer is most probably infected with spyware. Even if you don't see the symptoms, your computer may be infected, because more and more spyware is emerging. Spybot-S&D is free, so there's no harm giving it a try to see if something has invaded your computer.

When you figure it out let me know. I have norton internet security so popups are blocked but this fatal error keeps coming back. But that is how I know the computer is warmed up.
