if u dont have the stamina u cant bowl fast.
Next u need a fast run-up.
bowlin fast usually comes as a natural talent.
try brigin ur hand as quick as possible @ time of delivery.
Have a good diet n u would have the stamina to bowl fast.

First you need to have a consistant run up. That does not mean that you need top speed. your speed needs to increase as you approach the bowling crease. same thing applies to your leap.
Speed can kill your stamina if you thorw a wide ball or two.
your grip on the ball need to be firm, not tight.
when holding the ball your index and middle finger must be placed on the edges of the lace. lace needs to be right between the two fingers.
at mean time the thumb needs to be placed right on the lace.
the placement of your grip is important so it won't slow the ball when execute the pitch.
You need to use the strength of your arms, wrist and most important your shoulder together when you pitch the ball. most people use arm only.
Shoulder is what made Wasim Akram great at what he did.

Only two things for a fast bowler matter...
!* Right use of sholuder and....
2* Departing of ball at an appropriate moment from your hand.
Other things, like run-up, your action are a must for every one.

there is a way but it is tough
1. be athletic without much fat in your body
2. develop an action with which you are comfortable and dont change it
3.get a fixed run up
4.run fast
5. when you reach your delivery stride take a leap
6.try pitching the ball up and not short

i don't know whether you are a cricketer or not,but if you can bowl fast you can improve that by trying to bowl more and more faster.

Strengthen your hand and leg mussels, learn to grip the ball properly, take a start that is right for you, elevate as you run and use all the force that you can muster when you deliver the ball.
