The above answer is correct if you're using POP3 or IMAP4. If you're on a corporate network using Exchange Server, you can't change your "From:" address, your systems admin has to do that.
In any case, you can't "spoof" the "FROM:" address in Outlook; you can only use an assigned e-mail address.

Tools > Email Accounts, click on the name of the account you are modifying.
