It has to do with being in a different country only as a tourist, not as a business person or plan to stay there. You are allowed only so long to be in that country before being considered illegally there. You are not allowed citizenship or work permits. You may not receive any benefits such as social security or welfare. You are merely a tourist.

I have never heard a tourist being described as an international tourist . A tourist is just someone who travels to see another country.

anyone touring the globe is an international tourist. the word international is attached to make it look more specific. you would still be a tourist while touring your own country.
