Every year I notice more roads that you cannot use because they are used as "rat runs". Who the hell is letting Rats drive cars?

So that Gordon Brown can divert the extra revenue created into funding other stupid ideas, like paying for yet another civil servant to make yet another study on the impact of John Prescotts two jags mileage allowance and how it affects the retirement age of a politician. In other words all the money goes to their coffers to screw the British Taxpayer.

Read the papers today............Brown is the highest taxing Chancellor!!!! But you already knew that.........and look out if he becomes PM

The same reason that the excise on tobacco and alcohol increase so much every year when it is costing very marginal percentages of those rises to manufature the products.
It is known within politics as a 'luxury tax' anything that we do not need that we want to enjoy they tax heavily out of the sheer knowledge that they know we will pay for it.
As for less roads to drive on this is usually tied to the fact that more money can be taken from a persons pocket through the use of public transport. If they close more roads and put taxes higher they expect that in turn people will not drive every day to work, instead using public systems. They also bank on those same people keeping their cars for weekend use when they slow the public system down to an annoying rate to ensure people will be angry with crowded and infrequent trains, buses etc.
The end product is that they get road tax, extra revenue from public systems and finally there is less maintenance on the rat runs due to less traffic.

And there you have it. The truth of our friendly governing bodies.

Bless their souls with all that extra money to put in their pockets.

Road tax increases in accordance with the law of supply and demand. As a commodity becomes scarce (in this case road space) the price goes up. This applies to everything (or should do).
I could be argued that the 'rats' in question are the selfish people who think they have some 'right' to drive where they like and when they like without any regard to the effect this has on other people who live in what are supposed to be residential roads.
